Evaluating Policy: the Educational Maintenance Allowance

Programme
The EMA is a means-tested allowance aimed at providing financial
support for young people aged 16-19 who might not otherwise stay in
education.
How can we know whether it is effective? A major evaluation has
been conducted by the Centre for Research in Social Policy and the
Institute for Fiscal Studies.
The evaluation uses Propensity Score Matching with a longitudinal
cohort study of young people (and their parents) in 10 EMA pilot
areas and eleven control areas.
