Hi!
Depending on the scale of a system/collection it may be desirable to
keep them separately I can think of the following reasons (sorry if
they are not well structurured):
- THE NATURE OF THE annotation resources: the size, time/place/context
dependence,
incremental growth, complexity of the content, the need differentiate
among different types
- RELATIONSHIPS single annotation/critical review may cover several
resources / one resource may have an unlimited
number of annotations
- IDENTIFICATION one may want to be able to describe/retrieve an annotation
its intellectual content, author,
time, place, format etc, track its usage, its update, assign an identifier
to it so you
can link reactions, trace denial/approval/reaction
- USE/FUNCTIONALITY one may want to be able to set local standards, policy,
evaluation criteria
and structure (format,template) for this kind of information independent of
metadata
management
- EXCHANGE one needs to be able to 'detach' annotation from object
description in the
process of information exchange
- SHARING a resource and its metadata may be shared by different parties and
each instituion may want to have local elaborated annotation/rating system
particular to the aspect/view that is of local value
- MAINTENANCE metadata of the resourcesmay be duplicated and incrementally
built continuing its own life
in different systems which make updates/corrections of annotation
impossible and
original agency remains responsible for statement(s) it does not consider
true or
valid
Anyway there is no evaluation or judgement that is able to survive
time/place scrutiny.
Annotation sought/desired by most stakeholders in the education community is
by nature
contextual, subjective and local. I am not arguing its usefulness merely its
forced
'marriage' with LOM (objective metadata). I assume that metadata for
annotations as
separate object can be generated (half)automatically based on the metadta of
the
resources it is related to...
I also asume that these objects are easily tracable and always properly
linked to the
resources they are produced for - but can be differentied on many level of
description (learningResourceType, relation, description,
keywords,classification) :-)
