"Human and Civil rights abuses of Disabled People, in U.K."
Open letter to Prime-Minister Rt. Hon.Tony Blair and Home-Secretary, Rt.
Hon. David Blunkett and Dr Linda Misek-Falkoff, Disability Representative,
United Nations
To DANNNER's and Allies
I would like to publicly express my support and express my concerns and
empathise for Tom Comerford, Gateshead, near Newcastle, England, in his
personal embattlement with his local authorities and an abuse of his basic
human and civil rights to 'speak-out' about a lack of services for himself
and other disabled people in his locality and across the U.K.
Tom, is a pro-active 'DANNER' who campaigns passionately and 'speaks-out'
about all human and civil rights abuses and discrimination against all
disabled people in the U.K and the global world.
As a human and civil rights campaigner now Tom is experiencing
discrimination and abuse of his basic human rights and has been arrested for
alleged 'harassment', under the 'Protection of Harassment Act' and taken to
court in a similar case to my own arrest last week, by the Humberside Police
for trying to complain to my local 'public-authorities' about
non-implementation of my careplan.
As others may be well aware I've been embattled since 1995, with my local
'public-authorities' to receive appropriate diagnoses and assessments of my
needs, under the NHS and Community Care Act. I have become a pro-active
disabled people's campaigner, due to experiencing my own abuse and
discrimination as a disabled person with Asperger Syndrome and other SpLd's.
This nearly 9 years of daily unwanted 'conflict'( nearly a quarter of my
life) with all my local public-authorities who owe a duty of care to
implement my careplan. This has put great strain on my physical, emotional.
behavioural, cognitive and psychological health and due to me being a
'pro-active' local, national and international disabled people's human and
civil rights campaigner and educator, especially a 'user-led' researcher
around Autistic Spectrum Disorders(Aspergers Syndrome) and Specific Learning
Difficulties(SpLd's), I'm also being denied the equality of opportunity to
'earn- a-income' as an independent disabled 'user-led' researcher'. How can
these local public authorities get away in 'excluding' from carrying-out my
work as an disabled 'user-led' researcher ? Is this not abuse of my basic
human rights ?
Now for ''whistleblowing', as the U.K Government has 'encouraged though
legislation and also within their 'No-Secrets' report and the multi-agency
'vulnerable-adults protection policies, practice and procedures' and also
their 'Valuing Peoples' report for People with Learning Disabilities, in
which includes all people experiencing living with Autistic Spectrum
Disorders(Aspergers Syndrome) and Specific Learning Difficulties, I
experiencing a lack of accountability in implementation of these Government
reports and recommendations by my own local public-authorities'.
So how do they respond and behave towards me for 'speaking-out' and
asserting my basic human and civil rights ? I'm experiencing daily abusive
behaviour, including now unlawful arrest and false imprisonment by my local
public authorities who are trying to infringe my basic human and civil
rights.
I'm feeling abused and discriminated(like Tom Comerford and others) against
by East Riding of Yorkshire Council and local NHS Trusts, in the Hull and
East Riding of Yorkshire locality and being 'denied' access to the
'due-process' and entering all 'public-buildings' to pro-actively make
complaints and protest about my careplan not being implemented at a local
level as a disabled person with Aspergers Syndrome and other Specific
Learning Difficulties.
Tom, I and other disabled people have the human right to assert our basic
human and civil rights without being victimised, bullied and intimidated for
'speaking-out' against a lack of implementations of careplans and lack of
specialist health and social care services to meet our assessed needs.
The 'Protection of Harassment Act' is being used inappropriately to 'gag'
and infringe and abuse basic human and civil rights.This 'Act' is being used
discriminatory and abusively to try and 'silence' the 'voices' of
non-violent human and civil rights campaigners and educators within the U.K,
especially now disabled human and civil rights campaigners, educators and
'user-led' researchers.
'WE' all have to 'stand-together' in a 'collective-voice' to express our
anxieties and concerns to the people in 'power', our so-called caring
Government and Police forces, across the U.K, that 'WE' disabled human and
civil rights campaigners, educators, 'user-led' researchers will not take
this abuse and discrimination in a 'so-called' civil society against some of
the most vulnerable people in our communities.
What does this say about our 'Government' when they are allowing
discriminatory and abusive behaviour against disabled people to take place
by local 'public-authorities?
Someone has to take responsibility within the U.K Government and make sure
that these local public-authorities become accountable for their
discriminatory and abusive behaviour against all disabled people.
I think that they should hold their 'heads-in-shame' when they are trying to
stop disabled people from asserting their basic human and civil rights, in
which is our constitutional rights, under the Human Rights Act.
The Government need to reflect and get into a dialogue with DAN and other
Disabled people's organisation and intervene immediately to stop these local
public authorities and the polices using inappropriate 'ultra-vires' powers
and behaviour, in which infringes the basic human rights of all disabled
people in the U.K.
As I said 'The Protection of Harassment Act' was never intended to be used
inappropriately to 'gag' human and civil rights campaigners and it was
introduced into our legal-framework to stop 'stalking'.
I have sent a copy of this email and I will invite a response from
Prime-Minister Rt. Hon.Tony Blair and Home-Secretary, Rt. Hon. David
Blunkett, to reflect and take-action and protect all basic human and civil
rights campaigners from having their basic human and civil rights infringed
and abused and 'stop' this discrimination against all disabled people
immediately.

representatives and campaigners with advocacy from the United Nations.

human and civil campaigner and I know supports the 'FREEOURPEOPLE' campaign
in the USA, U.K and Global World.

WE must 'speak-out' to 'FREEOURPEOPLE' from all abuses, infringements,
victimisation and intimidation in inappropriately and bullying from
'public-authorities' and the police, in the U.K. Let's see 'common-sense'
prevail and that all disabled human and civil rights campaigners and
educators need protection from our Government in them being enabled to
assert and express their basic human and civil rights in a democracy,
without abuse and discrimination by local 'public-authorities' and police.
