Is that the same as what used to be called a reification? Wouldn't a
record RDF in that case be the set of assertions that are asserted by the
same creator at the same time. OK, that is an operational definition, but
anyway.

I agree
This would imply that there is a basically no difference between a record
and a structured value. E.g., a resource has a creator, a title and a
coverage (a structured value) and the coverage has a bounding box (a
structured value comprising two coordinates along the box' diagonal).

The question is if our user communities are helped by an abstract model
defining qualified and simple DC, or if we are more helpful if we provide
means for formalizing a record model in general.

It is not bad. I have to think more about this, and the addition.
Somehow it still seems meaningless to provide an abstract metadata model
which is could applied by others who don't use a single one of our terms.
