I disagree with your use of the word 'depend' here.
The abstract model is fully instantiated in the current RDF/XML encoding.
The abstract model may only be partially instantiated in other encodings,
e.g. HTML meta tags.
The purpose of the abstract model is so that we can say things like, "this
encoding syntax does/does not implement this part of the abstract model".
In due course, I would expect us to be able to reach agreements about how
the DC in XML guidelines document can be extended to fully cover all the
features of the abstract model.
