I think that metadata about an element set might well include an
associated organization or agency. However I think it would be overloading
'namespace' to say that a namespace itself (a URI) implies a particular
associated organisation.
I would be wary of extending the definition of namespace as given in the
W3C XML Namespace recommendation
[XML-NAMES] Namespaces in XML, W3C Recommendation, 14 January 1999
http://www.w3.org/TR/REC-xml-names
which essentially defines a namespace as a means of uniquely identifying
terms using URIs.
This recommendation is referenced in the Namespace Policy for the Dublin
Core Metadata Initiative (DCMI)
http://www.dublincore.org/documents/2001/10/26/dcmi-namespace/
which explicitly dissociates DCMI namespaces from 'category' of term and
from 'version' of term.
