The explanatory memorandum to the proposal which ultimately was adopted as
Directive 1999/30/EC was published in COM(97) 500 final. I have a paper
copy (it is some 50 pages long) and will gladly send it to you if that
helps. I don't have an electronic copy unfortunately.

Dear All
This is the first time I've posted a question to you all - I've been very
impressed by your collective expertise since being added to Eurotalk, so
hope one of you can help. I run the Legal Library for Defra (UK Govt
Department - Department for Environment Food & Rural Affairs) and can
usually find most docs the lawyers ask for, but this one has defeated me.
We need - the Explanatory Memorandum to Directive 1999/30/EC, of 22 April
1999, "relating to limit values for sulphur dioxide, nitrogen dioxide and
oxides of nitrogen, particulate matter and lead in ambient air". My lawyer
knows that it exists as she's seen references to it. However, I have not
been able to track down a copy - she has searched the Legislative
Observatory, and I have done some more general searching as well. We have
both drawn a blank.
Can anyone supply a copy - preferably electronically? It's needed ASAP of
course!
