I have had a consultant report recently sent to me that used the Kelly
indices, I sent them a nice letter back pointing out all risk assessment
should now be undertaken under the present risk based regime.

I too have never heard of the 'London Borough Surveyors Trigger Levels', I
wonder if they are referring to the old 'Kelly Indices'.
If so these were a suggested range of values developed by the old GLC
specifically for gasworks soils, though they were widely used at the time
as nothing better was available (before ICRCL). I think they were published
around 1979!
They categorised soil into uncontaminated, slightly contaminated,
contaminated, heavily contaminated and unusually heavily contaminated based
on concentration. If it is these you're referring to I haven't seen them
used for years. They are certainly well out of date and I don't expect
would satisfy the authoritative and scientifically based criteria in Part
IIA ! If you think it are these indices being used please let me know which
consultants issued the report !
