This is not an enquiry - just a bit of information following my question a
couple a weeks ago. Several subscribers to the list replied about vehicle
registration c. 1910.
Thanks for all this help. I followed it up first by looking at the site
recommended by Aidan Jones, viz:

This is useful and told me that the BW numbers are available from
Oxfordshire Record Office.
I then got photocopies and there were the vehicles I wanted with the name
and address of the registered owner.
However what surprised me was that the pages in the registration books, or
the entries, are not dated and have very little information. Clearly the
county councils did not want to spend much time or money on registering
these new-fangled horseless carriages! There is only one line for each
vehicle. And only four columns so that there is just a number, an entry
under "Car or cycle", "page of register" and "Name and address of owner".
