The one big bit of advice is don't
If you are trying to set up a museum you must consider above all the
ongoing running and maintenance costs, not the initial capital cost.
Unless you can see a steady source of funding to keep your museum
solvent it is far better not to embark on the scheme as if anything does
go wrong you risk all the contents being sold off to meet liabilities.
The second bit of advice is to go and look at some of the schemes that
have got off the ground and talk to the people concerned. If you still
want to go ahead then think about capital funding. Probably the best
place to start is the National Lottery 'Grants for All' scheme but they
do not fund buildings and usually expect a sizeable contribution from
your own resources but you can charge volunteer time at £50 a day and
specialist advice time at around £25/hr.
You might also like to go and see your local museum curator.
best of luck
