Dear Richard,
Although Eur-Lex should have all legislation in force
available online the older legislation has only been loaded
in HTML format without the technical annexes. I think you
will find that PDF files are only available for legislation
since 1998, which is the date from which free public access
to the OJ online started. If you need a very recent piece
of legislation the link may not yet have been put in on
Eur-Lex - if so go to the online version of the OJ on
Eur-Lex. Which piece of legislation did you have trouble
with? It may be worth contacting the help desk at Eur-Lex
if the problem recurs.
