I'm not sure what - if anything - these words can do to help but offer them
to you.
Working in central government we have faced the issue of developing a
publication scheme earlier that yourselves. Being part of the Department for
Culture, Media and Sport, we have a large number of bodies - most are
officially called Non-departmental Public Bodies (NDPBs) - that deal with
aspects of our work. A bunch of like minded organisations - museums and
galleries - got together to develop a generic model of a publication scheme
for use by them.
This provided an opportunity for them to decide what was common to all
organisations. I can see that this would be a useful strategy for you but
the issue is can a small group get such buy in. Possibly not across the
whole country - although I think you may be surprise at the commonality
between seemingly disparate organisations - in part because getting a
consensus for the UK looks to a lot of effort but groups of like minded
organisations at a local level could work.
Re awareness - not easy. I am looking at using e-learning for this and am
expecting some material from Video Arts on this soon. There is also promised
- for central government - training and awareness materials from the Lord
Chancellors Department. Perhaps you could ask .... er, is it ODPM, for this.
Bad news it is not likely to be available until 2004.
