Not aware of any UK based publications, but there are these documents you may want to consider:
From ARMA, the Record Center Operations (2nd ed) Guideline
http://www.arma.org/Bookstore/product_detail.cfm?itemID=1197
From NFPA, 232 (2000 ed) "Standard for the Protection of Records"
http://www.nfpa.org/Codes/NFPA_Codes_and_Standards/List_of_NFPA_documents/NFPA_232.asp
From the US Government, 36 CFR (Code of Federal Regulations), Part 1228, Subpart K
http://www.archives.gov/about_us/regulations/part_1228.html/about_us/regulations/part_1228_k.html
Also, there is a current Task Force being formed by ARMA to develop a guideline that would be useful if you're considering contracting out the storage of records, and the questions in the draft checklist help you to consider factors related to the design/location of record centers.
Off-Site Records Storage: A Guideline to Customer Contracts and Agreements
SDC Project Managers - Jerry Brandes, Larry Medina
There has been an increase in the outsourcing of physical records and information storage to commercial service providers. ARMA has identified an increase in requests for information to properly evaluate potential storage providers and facilities. In response, a new initiative is being undertaken to draft a set of guidelines that can be used when negotiating existing and new contracts with off-site storage providers.
SDC does not anticipate putting this forward as an ANSI standard.
Status: The task force is being formed. If you are interested in participating, please fill out the Task Force Member Application form. (2/21/2003)
