It's always been a two way process. Without backing/approval/championing
from the top records management becomes a series of one off exercises with
individual sections/departments, or a trouble-shooting process. But with
that approval, the focus is on the sharp end with what is being done by the
creators/users, who will often provide the solution to their own problems.
The records manager just sits in between and draws on both to provide a more
effective and efficient way of managing the information in records within
the organisation.
There's a quote that I must have lifted at some time from either Peter or
Michael Cook that sums up records management:
Records management is an analysis of business functions, activities,
processes and transactions, to discover how well existing records/records
management systems perform, in order to define records and records
management requirements for the future.
And that works equally for analogue or digital records. The only real
difference is that one has a physical structure, the other a logical one.
