Most of the RM texts have sections on records centres and records centre
operations which would be worth a look. There is no UK 'standard' and
while BS 5454:2000 provides excellent guidance, it's aimed at archival
quality storage and a bit 'Rolls Royce' for records centres. Having
built several highly successful records centres over the years, I know
that you need a lot less than that standard suggests. The ARMA document
to which PK refers is called Records Center Operations. The reference I
have is 1986 - perhaps it's been updated since then. I also have a
feeling that NARA produced a standard for Federal Records Centers which
was then subsequently used as a baseline against which to measure
outsource contractors. PRISM might be a good source for this too.

articles and newsletters. this site has an article (in pdf) titled
"Selecting An Offsite Commercial Records Center".
ARMA International I believe has a book on records center operations

also check out PRISM International (trade association for commercial
records centers) http://www.prismintl.org/ as they may have some
information.
