Although the Badinter report does not seem to appear online
there are several articles in the European Journal of
International Law online at
http://www.ejil.org/journal/Vol4/No1/ and
http://www.ejil.org/journal/Vol3/No1/art12.html
including some of the opinions of the the Arbitration Commission
of the International Conference on Yugoslavia (which
appears to be the full name of the Badinter Commission).
Maybe there are some leads in the footnotes
