Please can someone remind me -- who was it who first coined the phrase
'the poverty trap' to refer to the effects of means-tested benefit
withdrawal on marginal income tax rates, when and where? And who amended
that to 'the poverty plateau'? And what are the pioneering references
[not all the later ones]?
I want to give credit where it's due and can't locate the source,
somewhere in the late 1960s or early 1970s. Was it someone at LSE or in
CPAG around that time?
