Does anyone know if John Chartres was Kipling's publicity agent? Thanks,

Subject: John Chartres
Dear Ms Keskar
I am researching my great-grandfather, whose name is above. He was
married to a prominent authoress, Annie Vivanti. He is the subject of
a book, 'John Chartres - Mystery Man of the Treaty' by Brian P Murphy
(1995).
I have read in an Italian newspaper of 1900 that he was 'the publicity
agent of Rudyard Kipling and other contemporaries...'.
Is the Kipling Society able to verify or discount this statement?
I look forward to hearing from you.
Many thanks.
