I have just been looking at the Code of Practice on LEA-School Relations:

In the Code of Practice it states at section 6:
The highest priority for the Local Education Authority is to promote high
standards of education. Key to this is its support for self-improvement in
all schools. It needs to monitor information about all schools, and
facilitate the sharing of best practice among local schools and more widely.
The Authority’s energies and resources should otherwise be focused on
schools which monitoring information suggests need further challenge or
support to secure improvement.
I suggest that for us the key phrase is to 'facilitate the sharing of best
practice among local schools'
Annex 4 is on Communications and Information Management Standard for Local
Education Authorities

states that a universal document classification system is to be used in the
future and the Authority has clear arrangements to provide 'access to
advice, support and training to schools to enable them to make the best use
of management information'

As a member of the working team who put the guidelines together, I can
clarfiy that the reason why we choose not to include schools records in
the guidelines, was due to the fact that for the purposes of information
mgt, schools are responsible for their own records. As far as I am aware
there is no legal obligation for schools to transfer their records to
their local authority.
The decision not to include schools records in the guidelines was a much
debated point. I know from recent meetings in my own authority (London
Borough of Bexley) that it would be beneficial to both the schools and
the Council, if the records management function could provide helpful
advice in this area to schools, even though the Council are not obliged
to. Another project for a RMS working team, perhaps?
