The timetable hasn't changed - schools need to submit their schemes as
described (Oct -Dec 2003 for a live date at the end of Feb 2004). The
deadline for access is also the same - January 1st 2005. The Lord Chancellor
announced this in Parliament in November 2001. The FOI Act itself states
that it must be implemented in full by the end of November 2005, so it
couldn't possibly happen that long after January. At any rate, I think the
fact that access rights were delayed until January 2005 was sufficiently
controversial to ensure that no further change is likely. If Central
Government has to go then, I doubt they'll alter the timetable for anyone
else.
