I don't know if you're aware that Keyword AAA has already been modified for
Australian Local Governments into a document called Keyword for Councils.
It may be more beneficial for UK Councils to modify (or at least consult)
this document instead of (or as well as) Keyword AAA.

The Public Record Office has recently consulted central departments and
agencies about their needs for support in the areas of intellectual control
in structuring information (aka 'fileplans') in electronic records
management systems.
One result of this has been there is now broad support for examining the
feasibility of us producing a UK customisation of Keyword AAA. This has
also come up in recent discussions with the Office of the e-Envoy under the
auspices of the Metadata Working Group (you may have heard that OeE are
putting some administrative categories into the GCLs too). It would make
most sense if this k-AAA customization could be useful to local as well as
central government and we have invited Tony May and Stephen Howard to
participate in the discussions. Of course it could either be used for
fileplan classification or post-coordinate subject indexing: we are aware of
the work that has already gone on in the local government RM community on
disposal scheduling and appreciate that not everyone will be in a position
or even wish to revolutionise their information structures overnight.
We are also in touch on the subject with State Records NSW who have
previously indicated their preference for one UK customer (PRO) as main
licensee rather than administering multiple licenses direct. We must all
bear in mind that this is a substantial task, not a 'quick win'.
There is an obvious synergy between some other discussion that has taken
place on the listserve of late and this aspiration and we are of the opinion
that it would be most productive to approach this in collaboration.
