As a member of the working team who put the guidelines together, I can
clarfiy that the reason why we choose not to include schools records in
the guidelines, was due to the fact that for the purposes of information
mgt, schools are responsible for their own records. As far as I am aware
there is no legal obligation for schools to transfer their records to
their local authority.
The decision not to include schools records in the guidelines was a much
debated point. I know from recent meetings in my own authority (London
Borough of Bexley) that it would be beneficial to both the schools and
the Council, if the records management function could provide helpful
advice in this area to schools, even though the Council are not obliged
to. Another project for a RMS working team, perhaps?
