Any classification scheme must be do-able. And the best approach, in my
opinion, is the functional method, for very practical reasons. The best way
to achieve a consensus on the actual nomenclature of the preferred terms used
is to follow the functional approach, (local authorities after all have
similar functions). Moreover, following this approach would build on the work
of the retention schedule group.
And there is no reason why an authority can't adapt the finished product to
its own ends. For instance, as I understand it, the PRO use a four level
scheme: Department-Function-Activity-Transaction. Therefore, the working
group could follow a functional approach and each authority could then adapt
it to suit its own ends, perhaps adding an authority specific Department
level as in the PRO approach.
