At the risk of sounding like a promoter for the New South Wales State
Archives, don't overlook Keyword AAA as an answer. It comprises a
thesaurus/taxonomy, from which you build a file plan based on a
function/activity model, i.e. exactly what Tony is suggesting. I gather
that they have a version called Keyword for Councils which is used in Local
Authorities in Australia - surely this could be adapted for use in UK Local
Authorities? I'm currently working on an article for the SoA Journal on
developing Keyword AAA for use in the UK Parliament.
Alternatively, I'd go along with Keith's comment - you've already devised a
classification as such in your Local Govt Retention Schedule - why not
develop something out of that?
