Aiko Akinyama from UN ESCAP in Bangkok has sent this invitation out for people
to attend this Asia Pacific Regional Meeting in Beijing China.

Attendance is self funded.

Individuals and NGO's are usually welcomed as observors to the Main meeting and
active participants of break-out discussion groups.

  Regional Meeting and Workshop on an International Convention to Protect
     and Promote the Rights and Dignity of Persons with Disabilities,
                         Beijing, 8-11 April 2003

          I have the pleasure to invite your organization to participate at
your  own expenses in the Regional Meeting and Workshop on an International
Convention  to  Protect  and Promote the Rights and Dignity of Persons with
Disabilities, to be held at Beijing from 8 to 11 April 2003. The Meeting is
being  organized  by  the United Nations Economic and Social Commission for
Asia  and  the  Pacific  (UNESCAP),  and  hosted by the Government of China
through the China Disabled Persons' Federation.

          The  United Nations General Assembly adopted resolution 56/168 of
19  December  2001 on a comprehensive and integral international convention
to promote and protect the rights and dignity of persons with disabilities,
by  which it decided to establish an Ad Hoc Committee to consider proposals
for  an international convention on the rights of persons with disabilities
and  called  for inputs from Governments and other stakeholders to the work
of  the  Ad Hoc Committee through, inter alia, organizing regional meetings
and workshops.

          The  Commission, through its resolution 58/4 titled "Promoting an
inclusive,   barrier-free   and   rights-based   society  for  people  with
disabilities  in the Asian and Pacific region in the twenty-first century",
urged  Governments  to  support  and  contribute  to the work of the Ad Hoc
Committee  to  elaborate  a  convention  on  the  rights  of  persons  with
disabilities.

          In  pursuance  of  the  above resolutions, the present Meeting is
expected  to  create  regional  unified  support  for the elaboration of an
international  convention  on  the right of persons with disabilities among
countries  of the Asian and Pacific region, to raise awareness and interest
among  Governments and civil society organizations in the region toward the
international  convention  and to promote their active participation in the
process of the elaboration of the international convention. Recommendations
of  this  meeting  and  workshop are expected to be presented at the second
session  of the Ad Hoc Committee on the international convention to be held
at New York in June 2003.

          The provisional agenda is attached.

          Your  organization  may  wish  to  prepare  a  statement  on  the
situation  of  the  rights of persons with disabilities within your area of
expertise,  including  relevant  legislation  and  policy  measures  on the
equalization  of opportunities for persons with disabilities. Its statement
would  be  submitted  to  the  regional  meeting and workshop, and could be
presented  in  a  session  to review the situation of the rights of persons
with disabilities at the national level.


          In  order to assist ESCAP and the host organization in proceeding
with  the arrangement, we should be grateful if all of your representatives
could  complete  the  participation form and fax it to Mr Jerrold W. Huguet

INFORMATION NOTE FOR PARTICIPANTS


GENERAL

1.      The Regional Meeting and Workshop on an International Convention to
Protect and Promote the Rights and Dignity of Persons with Disabilities is
scheduled to be held at Swissotel Beijing, China from 8 to 11 April 2003.

2.      The Regional Meeting and Workshop on an International Convention to
Protect and Promote the Rights and Dignity of Persons with Disabilities will
be opened at 0900 hours on Tuesday, 8 April 2003 at Ballroom A on the second
floor of  Swissotel Beijing.


MEETING SCHEDULE

3.      Subject to confirmation by the Meeting, the daily schedule, will be as
follows:

                Morning session                 -       0900 to 1200 hours
                Afternoon session               -       1330 to 1730 hours


IMMIGRATION REQUIREMENTS

4.      Participants will receive an official invitation letter issued by the
Chinese host and should contact the Chinese diplomatic or consular missions
in their respective countries to obtain an entry visa before departing for
China.


HOTEL ACCOMMODATION AND RESERVATION

5.      A sufficient number of rooms have been reserved for the participants at
Swissotel Beijing in Beijing.  Except participants funded by ESCAP or the
host organization, all participants are required to make their own hotel
reservation through using Hotel Reservation Forms and with deposit. Hotel
reservation will be made on a first-come-first-served basis.  Cancellations,
postponements or changes of arrival plans should be communicated directly to
the Hotel and ESCAP secretariat and China Disabled Persons’ Federation
(CDPF).  Please see detailed information below.

        Special room rates for participants:

Government participants (Swiss Advantage):
        US$120 Net per night per room*, inclusive of breakfast.
NGO participants (Accessible room):
        US$100 Net per night per room*, inclusive of breakfast
        (Only 25 rooms are available at this special rate and reservation will be
made on first-come-first-served basis).
Forty-eight (48) wheelchair accessible rooms are available in the Hotel.
* Double occupancy room:  $15.00 nett for extra American buffet breakfast
will be added to the room charge.


        (a) Reservation


6.      To facilitate and secure hotel reservation, participants are requested to
complete and submit the Hotel Reservation Form at an early date and forward
it to the Hotel not later than 14 March 2003.  Reservation Form A may be
used by individual participants and Form B by governments or NGOs who will
be responsible for deposit. The amount of deposit required is one night’s
room charge. The Hotel will confirm reservation upon receipt of the
Reservation Form and deposit. Without deposit, the reservation will not be
confirmed.

(b)     Cancellation

7.      For guaranteed bookings, no cancellation fee will be charged for
cancellations received by the hotel 2 days before the day of arrival, in
writing or via fax, phone, or e-mail. If verbally cancelled, a cancellation
number must be noted.  For cancellations received less than 2 days before
arrival, or should no-show occur, one night’s room rental will be charged.

RECEPTION ON ARRIVAL

9.      Guides/assistants will meet participants at the arrival lobby of the
Beijing International Airport to assist and guide participants to the
transport services provided by the China Disabled Persons’ Federation to
Swissotel Beijing, on condition that participants provide their flight
arrival information in advance.  Accessible buses will be available for
wheelchair users. They are requested to inform CDPF in advance the type of
their wheelchairs, i.e., manual or motorized wheelchair.


REGISTRATION AND IDENTIFICATION BADGES

10.     Participants are requested to register and obtain meeting badges in
advance of the opening of the session.  Registration will be opened from
1200 to 2000 hours on Monday, 7 April 2003 near the front counter at the
lobby of the Hotel, and from 0800 to 0845 on Tuesday, 8 April 2003.
Participants who are not able to register at the specified time are
requested to do so on subsequent days at the venue, to ensure that their
names appear on the list of participants.  Without registration, names of
participants will not be included in the list.

11.     For identification and security, participants are requested to wear
their meeting badges at all times during the Meeting and at social
functions.


WORKING LANGUAGES OF THE MEETING

12.     Working language of the meeting is English. There will be simultaneous
interpretation in English and Chinese at plenary sessions in Ballroom A. If
other simultaneous interpretation for other languages is needed at plenary
sessions, interpretation booths and channels will be available on request.
Those who wish simultaneous interpretation service for other languages have
to secure their own interpreters and inform CDPF of the number of receivers
they need. The rental cost of the receivers will be paid by the users.

13.      There will be no simultaneous interpretation facilities for working
group sessions in Hong Kong Macau Room 8 and 9.  Those who wish to use
simultaneous interpretation services in those rooms should arrange their own
mobile equipment.


MEETING DOCUMENTS

14.     Participants are requested to bring complete sets of the documents
distributed to them prior to the Meeting at Beijing, as only limited copies
of such documents will be available at the meeting venue.


15.     Participants wishing to circulate any documents at the Meeting are
requested to consult Ms Kay Nagata, Social Affairs Officer, Population and
Social Integration Section (e-mail: [log in to unmask]) and are requested to
bring a sufficient number of copies for distribution at the Meeting.  The
Conference Secretariat cannot undertake to reproduce documents or statements
submitted by individual delegations.  Participants are advised to consult Ms
K. Nagata on any matter pertaining to the issuance or distribution of
documents at the Meeting.


INTERNET ACCESS
16.     In each hotel room, Internet access telephone outlet is available for
those who wish to access the Internet through roaming service at their own
expense.


EXCURSIONS

17.     Excursions will be organized and sponsored by the host organization for
the morning of 10 April 2002. The detailed schedule and destination will be
informed at the beginning of the Meeting.


FOREIGN EXCHANGE

18.     Foreign currency exchange services are available at airports and hotels.
As of February 2003 the exchange rate between US dollar and RMB was US$1 =
RMB 8,29.  Credit cards, such as Visa, MasterCard, Diners Club and American
Express, are widely accepted at hotels, department stores, shops,
restaurants and other places of entertainment.



CATERING SERVICES

19.     There are a number of restaurants in the hotels and surrounding areas.
Restaurant information is available at hotel front desks.




WEATHER

20.     The weather in Beijing in early April is clear. The average temperature
is 15 °C to 25°C.  A long-sleeved shirt and jacket may be appropriate.
Generally speaking, rain is not expected at that time of the year in
Beijing.  The meeting rooms are air-conditioned.


ELECTRICITY

21.     Electricity supply in China is 220 volts at 60 Hz.  Participants are
advised to check the voltage before using appliances.  It is recommended
that participants bring converters or adapters.


TIME

22.     Beijing standard time is 8 hours ahead of GMT.


RETURN BOOKING

23.     Participants are advised to ensure that their return bookings are
confirmed soon after their arrival in Beijing.  Confirmation of and changes
in airline reservations, etc. may be done at the travel desk in Swissotel
Beijing, which is open for the duration of the Meeting.

Guidelines for Preparation of Papers

Participants invited to the meeting on the UNESCAP project budget can
prepare a brief paper on situation of persons with disabilities and national
policies, norms and standards on rights of persons with disabilities in the
context of development.
The paper should be in three parts.  The first part would direct special
attention to the role of disability norms and standards and the promotion of
sustainable livelihoods, social services and safety nets for persons with
disabilities in mainstream development.
The review and analysis part of participation papers will be in three main
sections:

(1)     General background on national policies and role of relevant disability
norms and standards in the promotion of sustainable livelihoods for persons
with disabilities in the mainstream;
(2)     Overview of the national situation as this concerns awareness and
application of rights based approaches to development in the promotion of
sustainable livelihoods, social services and safety nets for persons with
disabilities in the mainstream;
(3)     Review and analysis of issues and trends in rights based approaches to
development; success indicators identified and description of further action
envisaged.

The third, forward looking part of the paper would consider issues related
to elaboration of a new international convention on the rights of persons
with disabilities, issues related to building national capacities for rights
based approaches to development, and elements of participatory empowerment
strategies to promote full and effective involvement of persons with
disabilities as development agents and beneficiaries.
