You probably already know about the content in the links below but we've
found the pragmatic approach taken by the National Library of Australia
(NLA) to be very useful when you are confronting this problem.

There are number of reasons why I think the NLA approach has merit:
1. Most naming authority schemes (such as DOI) are yet to be properly
resolved. The NLAs flexible approach makes sense to us and it's also easy to
deploy
2. The Identifiers are designed to be globally unique
3. The Identifiers will be compatible with a national system of identifiers
4. Because we manage the NLA's moving image collection, this offers us an
opportunity to harmonise these identifiers within the context of the NLA
collections and systems and draw on their experience
5. Identifiers can be managed within the context of collection groupings,
e.g. moving images, still images, web, sound, etc to facilitate processing.
6. Codes indicating derivative types can be consistent across collections
and can be derived from a standard list e.g. (master, copy, preview, etc)
7. Identifiers can accommodate the requirements of legacy IDs.
