It uses the RunTimeEnvironments (the idea is to get the matchmaker
involved rather than doing a more direct submission - in particular, to
make sure the MDS/II info is getting all the way through from the CE's
GRIS to the matchmaking.)
There is a helpful link at the bottom of the map page that says "For notes
on how the map and table are constructed and how to get your site added or
changed, see the GridPP Monitoring map notes." and has more about all this
and how the map is constructed.
