It's really up to LHCb how they want to submit jobs, e.g. cms used
four UIs to launch the jobs (including IC) and four RBs. Fundamentally
there is no coupling between any of the resources, i.e. any UI can
submit to any RB which in turn can send jobs to any CE (grid map files
allowing).
The bigger point is that any site which has enabled support for the
lhcb VO should be prepared to be used!
