1.You suggested the idea of a toolkit for implementing FOI and suggested
possible elements to include such as Retention Schedule, RM policy, FOI
request procedures, model records plan, classification scheme, presentations
etc. There are however a number of existing tools available that cover these
areas. Particularly ISO 15489-1 and ISO 15489-2, PRO guidance and a number
of BSI publications (PD025 series, PD 027) which supply a methodology for
developing the elements you mention. I would be more interested in something
that looked at issues such as how the public interest test can be applied in
practice, how to build consistency into approaches adopted for FOI, DPA,
EIR, LG Access to Info Act, and any other legislation giving rights of
access to information.
