I've started calling Blogging tools "Content Unmanagement Systems".
Unmanagement isn't a proper word, but it nicely differentiates from
"mismanagement", which suggests a failed attempt to manage content.
Blogging gains from the serendipity of having minimal management of it's
content. There's a lot gained in that, but it's quite different from content
management (that said, I can see arguments for tools that do both, as long
as those two roles are kept separate).
"DC.Publisher.BlogTool" perhaps? or "DC.Publisher.Application" if you want
to be applicable to CMSs as well.
