Don't mention the (then new) British Library! Sagging mobile shelving refused to move when loaded with books. Presumably someone mis-calculated the weight-strength ration, so even experts can get it wrong sometimes.
Possible to cut cost by using good quality 'rolling stock' and drive mechanisms, 'in tandem' with cheaper (even re-cycled or second-hand) shelving, especially if looks don't matter. Too often people judge by appearances, especially when choosing for an office environment.
The Department of Health DRO had (still has) good-looking and practical 'electronic mobile' from Nord-Plan - we did connect it up to a PC and index, and it did open automatically at the aisle where the requested file was located - quite spooky really! So far (in use for around seven years so far) electricity cuts etc have not disabled it. If they did it could be hand-cranked. It also has air filters and flows built-in, to extract dust. And electronic keypad locking, with security access code. Runs smoothly and silently. Definitely worth a look, especially for an office environment.

I previously worked somewhere where the mobile racking was up to 15' high - but this does bring its own problems. While working in those shelves it was necessary to always work in pairs due to the health and safety implications of working at that height. It also made manoeuvring the adders fairly tricky as they had to be tall enough to reach the top shelf and were therefore of necessity very wide at the base. The other thing to consider is that shelving that high needs to be well geared even if manually in order to run smoothly and easily.

I went 8 tiers high or 8'. The average is usually 7'. It is important to
note that if you do go that high to ensure the cabinets have an anti-tip
feature built in. Common sense always should prevail though.
