It all depends on what you mean by European, standards and
information workers! There is a useful set of pages
archived on Cordis relating to the Telematics for Libraries
programme which finished in 1998

and an E-Europe standardization programme page at
http://www.eeurope-standards.org/
There may be something relevant in there somewhere!
