I'm not sure what the one word which would suffice is.
If you are developing a system to handle LOM metadata, then the smallest
permitted maximum is the *minimum* number of occurences of an element which
you must be able to handle.
If you are creating instances of LOM metadata, then the smallest permitted
maximum is the *maximum* number of occurences of an element which you can
rely on getting passed from one system to another.
