Sounds completely impractical and unmanageable to me. An archive should be
just that otherwise it is no longer an archive. When I search archives, I
expect that most of the links in the archive will be out of date if over 3
years old. Where do you stop? Names, email addresses etc.
As for illegal/offensive sites, I would have thought the policy relates to
abuse of the network in surfing for porn not users clicking on innocent
looking URLs, or receiving HTML emails with popups. Of course if someone
reports that the link has changed to an illegal site then it should be
straightforward to remove or replace. It is analogous to ISPs and libelous
comments. It is unreasonable to be expected to constantly monitor content
but reasonable to be expected to remove it on request.
