There are issues, but these are not clearly defined.
JANET must be used for the legitimate purposes of connected
institutions. If an institution defines income generation as a
legitimate purpose then this may be acceptable.
Note that guidelines refer to 'institutions' and not members of an
institution - so a policy should probably be approved by an appropriate
committee.
