Not sure what you mean by "cheap" exactly, but you could always give
WebFusion a look (http://www.webfusion.co.uk/), if you can get past the
Philippa Forrester endorsement on the front page...
I've had some involvement with them through outside sources and previous job
(I worked at an ISP) and they seem realtively inexpensive. Tech service and
support are fine and you can have Apache/PHP/MySQL or a Windows/ASP set-up.
Not sure how things stand from the .net angle yet
