Hi James
When RDF was first developed it was regarded as a generic format for
metadata. So there would be a need for metadata management tools.
However the Semantic Web is about the integration of data which is, I
would say, broader than metadata.
In addition there will be ways of creating metadata on the fly or
through some contextual awareness. For example if you have a page of
your publications, the publisher and author can be derived.
My point being that you do not necessarily *have* to have a large
amount of metadata (which is expensive to create) in order to produce
Semantic Web applications.
