IMS Compliance is not a very meaningful term, unfortunately. I also think
there's a bit of confusion still around about what "IMS" does as opposed to
what "SCORM" does.
IMS Content Packaging provides a means to put your materials into a Zip
archive with a manifest that describes how all the parts are linked, so that
they can be uploaded to repositories, VLEs and so on. It is essential really
for moving materials between VLEs, and getting materials from your authoring
environment into your repository.
IMS Metadata (or IEEE Learning Object Metadata) lets you describe your
materials, in order to facilitate other people being able to find the right
materials for their courses.
SCORM is a profile developed by the US Government (a bit like e-GIF in the
UK, but more focused on the military). SCORM specifies that you need to use
IMS Content Packaging, IMS Metadata and some other pieces to make a SCORM
object. Some of these other pieces include a Javascript API and runtime data
model that allows the tracking function to be used. (IMS doesn't provide
tracking functions for content; SCORM uses some CBT technology from the
aviation industry to do this.)
IMS QTI (Question and Test interoperability) is an XML format for delivering
assessment, and a format for returning results.
If your VLE supports both parts of QTI, including results reporting, then
yes your materials can return assessment results to the VLE if they also use
QTI for assessment. (Canvas Learning in Sheffield seem pretty clued about
using QTI, and have some nice examples).
If you need to use QTI assessments and return results to your gradebook (or
whatever its called in your VLE) and you can't do so, then this is an issue
for your VLE supplier. If you don't ask, you won't get!
