seeking to recruit a Policy and Campaigns Officer as the current
postholder has been appointed Transport Specialist to the House of

The Organisation and the Post
The Parliamentary Advisory Council for Transport Safety (PACTS), a
registered charity, associate Parliamentary group and the leading
multi-modal transport safety think-tank, wishes to appoint a Policy and
Campaigns Officer. The current postholder is leaving to take up the
post of Committee Specialist to the Transport Select Committee of the
House of Commons.
Independent of both government and the civil service, PACTS brings
together transport safety specialists from the public, private, research
and professional fields to advise and inform Parliamentarians,
Government and civil servants on road, rail and aviation safety issues.
It seeks to promote research-based solutions to transport safety
problems, having regard to identified benefits, costs, achievability and
acceptability. Its income comes from members' subscriptions,
sponsorship, research grants and conferences.
Based in offices just opposite the Houses of Parliament, PACTS
consists of three full-time members of staff: the Executive Director, an
Administrator/Conference Organiser and the Policy and Campaigns
Officer. It is expected that the postholder will play a part in all PACTS'
activities.
PACTS is intended to be the first point of contact for Parliamentarians
and the press on issues of transport safety. To achieve this, it uses a
variety of means, including the internet for both external and internal
policy development and promotion. The postholder will be responsible
for maintaining PACTS' web-site (www.pacts.org.uk).
It is likely that the post will suit new or recent graduates wishing to
gather experience of working in a social policy environment or seeking
a career in the campaigning/not for profit sector.
Principal Responsibilities
* Undertaking research into the impact that road traffic law and
enforcement, new technology and police resources can have on
casualty reduction - a project part funded by the Rees Jeffreys
Road Fund due for completion in October 2005.
* First line responsibility for the efficient running of five working
parties by arranging meetings, preparing agendas and papers,
attending meetings, taking minutes and following up actions.
* Identifying and promoting Parliamentary interventions arising from
working party meetings and, under the direction of the Executive
Director, undertaking appropriate Parliamentary liaison.
* Preparing briefing papers for Parliamentarians on transport safety
issues.
* Monitoring Hansard and ensuring the regular dissemination of
Parliamentary Questions on transport safety.
* Drafting responses to government or agency consultation
documents.
* Preparing policy papers on aspects of transport safety.
* Dealing with press and public requests for factual information on
PACTS' policy and on transport safety issues.
* Maintaining PACTS' web page and developing it further, in
consultation with the Executive Director.
* Monitoring research developments in transport safety.
* Representing PACTS at occasional external events and meetings.
* Preparing briefing material for the Executive Director as required.
* Assistance with PACTS' conferences and events.
About the Person
To fill this post, we are looking for somebody with:
* A research background in transport, health, economics, criminal
law or politics.
* Good writing skills and the ability to communicate specialist
technical knowledge to a non-specialist audience.
* High level of IT literacy.
* Understanding of statistics.
* Evidence of capacity to prepare and publish reports within
specified deadlines.
* Evidence of organisational skills, including arranging meetings and
minuting outcomes.
* A self-starter, able to work unsupervised and to take initiative.
* Enthusiasm, ability to take a key role in a small organisation, and
possession of a sense of humour.
We also would like the candidate to show, if possible:
* Evidence of or the clear capacity to undertake campaigning work.
* Understanding of the British Parliamentary and government
system.
* Commitment to improving transport safety.
Hours
37 hours per week. Some evening work may be necessary as dictated
by the Parliamentary timetable but time in lieu will be permitted.
Holidays
20 days holiday entitlement excluding statutory holidays.
Salary
£21,000 per year paid monthly in arrears.
