In Melbourne, Australia we are planning to introduce a graduated fine system to
reduce fare evasion and penalise repeat offenders. Under the system first time
offenders will receive the standard fine, second time offenders (offending
within three years of the first offence) will receive a higher fine and >third
time offenders (again, offending within three years of the first offence) will
receive an even higher fine.
I am looking to find any information about similar systems in place anywhere
around the world, in particular I am after any relevant laws, regulations or
rules. Any information about graduated parking fine or speeding fine systems
would also be appreciated.
Any relevant information would be very much appreciated, it is fairly urgent.
