Interesting, I *think* we (Southern T2) were planning to fill in
proforma-3 on institute basis (though it doesn't make much difference).
Regarding the milestones, we also battled with this in the data
management area - i.e. how to encapsulate the concept of a 'level of
service' within time-ordered milestones. Perhaps it would be better to
stop fitting square pegs into a round hole, and write down the
deliverables from these support posts explicitly as SLAs?
