It sounds like a spin-off from Poetry.Com to me. And that one is a scam.

Subject: Fw: May we publish your poetry in the U.K.?
Hello all,
I thought I might forward this to the list, as it seems a total scam to me.
Thought others might know of it, or might benefit from seeing the form of
language being used to entice etc. Originally came on what looked like a
proper letterhead.
Cheers,
Frank
