I have sympathies with both positions but if I were making the case for
needing a PhD I would say that there was value in having an insight into the
research process and the research environment. The issue of specific
knowledge or skills is probably not relevant.
It is possible that in this case it is being used as a way of raising the
bar to limit the number of applications.

Particularly as the criteria for getting a PhD (having got one myself) seems
