As you say the HSE has done a lot of work, these documents might be of use:
This is a link to their leaflet on work-related stress
http://www.hse.gov.uk/pubns/indg281.pdf
This is Model Stress Policy from the HSE:
http://www.hse.gov.uk/stress/walkthrough/policy.pdf
But this is the most useful I think - a new research report about "Best practice in rehabilitating employees following absence due to work-related stress"
http://www.hsebooks.co.uk/leaving.html?file=http://www.hse.gov.uk/research/rrpdf/rr138.pdf
Happy reading!

Subject: Stress Policy
Hi all,
I have been tasked with looking at a Stress Policy and how best to deal
with someone if they are off sick with stress, and wondered if anyone had
already taken the time to put something together, bearing in mind the emphasis
the HSE is placing on stress in the workplace at the moment.
I would appreciate any help that anyone can give and anything that they
are prepared to share.
Thanks in anticipation,
Kathy
