I know that your main concern is with the broader management issues, but on
the particular matter of asbestos in buildings, are you aware of the two
HSE recent publications?

These are in support of the new reg 4 of the revised Control of Asbestos at
Work Regulations, which requires those responsible for buildings to have,
by May 2004, a management plan for the control of risk resulting from the
presence of asbestos in the buildings. In most cases, this is likely to
require a survey. The comprehensive guide deals amongst much else with the
selection of management options for dealing with asbestos, and also with
selection of contractors.
For getting the survey done, those responsible are urged either to use a
company accredited by UKAS for asbestos surveys under EN45004, or an
individual certified by a body accredited by UKAS under EN45013.
A list of accredited companies can be found via the UKAS Web site
http://www.ukas.com/ As regards the alternative route of using certified
individuals, there is not yet an accredited scheme, but one is being
prepared under the auspices of the British Occupational Hygiene Society -
this is the Asbestos Building Inspectors Certification Scheme (ABICS).
The requirement to use an accredited company or certified individual is
only in guidance, but clearly represents good practice, and reduces the
risk of conflict of interest.
