When I worked in the NHS, nurses used to give the BCG. We were all taught the technique by the local respiratory Consultant (which improved our working relationship with him - great source of advice that I still use to this day!)
I also know that the nurses working with refugees in this area (I'm based near Dover)also administer the BCG if necessary to the immigrant population.
