Rather than go for a cheaper option why not try to get a grant for the
walkway? Have you tried WREN? www.wren.org.uk - or Waste Recycling
Environmental Ltd who fund community projects including 'Restoration or
repair of buildings open to the public for religious worship' amongst other
things!!! They have loads of tax from landfill to give back to the
community - so use it! Have alook at their website
