My ezDICOM should do the trick. You can get it at:

Launch the Windows standalone application named 'ezdicom.exe', and choose
'Convert medical image to DICOM' from the 'Convert' menu. You can then
choose multiple files to convert in a single step (use the 'Shift' or
'Control' keys to select multiple files). A set of DICOM files with the
extension '.DCM' will be created.
Note that these images do not have all the entries typically found in DICOM
images - the DICOM format requires a lot of information (e.g. TR/TE/etc)
that is not converted. However, the files should be compatible with most
DICOM readers. Feel free to change the source (included) if you wish.
