The 'book' in question is an excerpt from the Philosophical
Transactions.
John Smeaton, " An experimental Enquiry concerning the Natural
Powers of Water and Wind to turn mills and other Machines,
depending on circular motion', in vol 51 (1770) pp 100-174.
This forms part of Miscellaneous papers of John Smeaton, Civil
Engoneer, FRS comprising communications to the Royal Society
(London 1814), which is probably what the Robert is thinking of.
According to COPAC copies are in the libraries of Aberdeen and
Edinburgh Universities. According to the NSTC a copy is also in
Cambridge University. Surprisingly there does not appear to be a
copy in either the British Library, or the Science Musuem library.
The Library of the Institution of Civil Engineers could well have a
copy.
There is the choice of either finding a library with a run of the
Phil,Trans and asking if they can copy it, or a library with the later
volume
