Yes it does exist. This is the full reference. Can't help you with where you
might get a copy though - its pretty rare.

In Frank Booker's "Industrial archaeology of the Tamar valley" there is an
interesting reference to Andree's "A Treatise on Mining Machinery" which
contains information on and drawings of waterwheels at Devon Great
Consols. Having hunted through various bibliographies and library
catalogues I have failed to find any other references to it.
